Community Governance (Parish Boundary) reviews should be compulsory whenever a new Local Plan is adopted or a significant development outside the Local Plan is permitted to ensure that as towns and villages grow the areas of growth are included in the most appropriate parish for governance of the community concerned. There are too many examples of new developments which cros boundaries and therefore stifle action. Any development which includes a building on a boundary should require a review – encompassing all parts of the development alloc ated or permitted.
