Yes: I would agree grouping to be essential bearing in mind that a broad mix of voluntary candidates are needed, with different experiences, if Parish Groups are able to rise to the occaision and see it through.
Much will depend on incorporating a distinctive objective for growth that others can approve and accept the logic of objectiveness.
